TRAI has implemented new rules as a defense mechanism to prevent fraudulent activities. According to these guidelines, TRAI states that call-to-action whitelisting is now a mandatory aspect of DLT registration. The following information will help you better understand these rules.
What Is CTA Whitelisting In DLT?
Call to action whitelisting is introduced to safeguard the recipients. All the calls to action or the variables of SMS content such as URLs, APKs, Whatsapp numbers or URLs, Mobile numbers, etc. should be whitelisted at the DLT operator.
Criteria For Whitelisting URLs
TRAI as resealed formats which will be accepted as call-to-action and variables. Refer to the following table to see if your SMS contains the URL.

Criteria For Whitelisting Callback Numbers
If your call to action SMS campaign contains a number it should be aligned with TRAI guidelines. Refer to the following table before adding a CTA number to your SMS.

This new TRAI guideline of CTA whitelisting is effective from 1st September 2024. It is compulsory to get each variable used in the content template approved by DLT as soon as possible.
If you are going to apply for a content template after 1st September 2024, make sure all the variables are pre-tagged and described for validation to DLT operators. However, TRAI is still working to get a solution for pre-existing content templates.
How To Get CTA Whitelisted?

DLT Principal Entity Approval Process
The following steps will help you get your DLT principal entity approved.
1. Visit any DLT operator
2. Click on the Register Now button to register as an Entity
2. The following page will be displayed. Select the Principal Entity option.
3. If you are registering on the DLT platform for the first time, select No & Fill the requested details
4. Enter the details as shown in the image below. Select your Organization Type from the drop-down list.
5. Select the KYC Document Type from the drop-down list and enter the KYC Document Number.
6. Upload your KYC Document and PAN/TAN. Make sure the file size is less than 5 MB
7. enter your email ID, password, mobile number, and organization address. Click on the Submit button
8. Enter the OTP received to complete the mobile number verification.
After submitting the registration request, you need to wait for 2-3 days for its approval. Once your entity gets approved, an email will be sent by the Operator with your login details and Entity Number on your registered email ID.

DLT Sender ID/ Header Approval Process
1. Login to your DLT SMS portal
2. click on that Header’s/ sender ID tab
3. Select the first option Header SMS Registration.
4. Once you select it the following screen will be displayed.
5. Select the Header Type based on your SMS content.
- Promotional
- Others (Transactional, Service Explicit, Service Implicit).
6. Select the Header Category from the dropdown list according to your business type.
7. Create a Header Name of six letters representing your company name.

DLT Content Template Approval Process
To register a new content template at Airtel you may follow these steps:
1. Login to your DLT portal
2. Click on the manage template section on the homepage
3. If you already have some registered templates the list will appear. If not you can see “click here to register templates” either at the bottom of the page or in the top right corner.
4. Start filling out the content registration form
5. The first thing to select is the entity for which you want to register the template.
6. Then select the mode of the template as “SMS”
7. From the header drop-down select the header you want the template for.
8. Then add the content for the template, you can also use the sample templates or else add a fresh one.
9. After adding the content add the name of the content template
10. Click on “add template”
11. If you don’t want to add more templates simply click the check box and then click “Submit”
12. As you submission a reference ID will be generated
